I just love this picture! The artist based it on the Graphic Novel Batman: The Killing Joke. Sometimes we all take things too serious and that's one of the reasons why I think that this phrase became so popular. Of course you can hear the hint of sarcasm with it too. That is one of the twisted characteristics that The Joker is well known for.
